Message can't pull 17"+ (18"+ with VG) at idle will experience poor idle.
If you had smooth idle, then your gauge is off calibration.
When coasting, your gauge should indicate 22"+.

General rule of thumb, a healthy engine should pull 17~21" at idle and 3~5" cranking vacum.
